A Proposta de Emenda à Constituição (PEC) 3/2023, que revoga os artigos 47, 48 e 49 do Ato das Disposições Constitucionais Transitórias (ADCT) da Constituição do Estado, foi aprovada por unanimidade pelo plenário da Assembleia Legislativa de Santa Catarina (Alesc) nesta quarta-feira, 5. Este é o primeiro projeto relacionado ao Programa Universidade Gratuita.

“Um avanço importante com apoio dos deputados para esse programa que interessa a todos, pois vai elevar a régua da educação no Estado”, disse o governador Jorginho Mello.

Os artigos agora anulados dizem respeito à concessão de bolsas de estudo pelo Governo do Estado. Sua revogação é necessária para dar segurança jurídica à implantação do programa. Nas duas votações abertas durante a tarde, foram 31 votos favoráveis, nenhum voto contrário e nenhuma abstenção.

Mais cedo, a PEC foi aprovada pelas comissões de Constituição e Justiça, Finanças e Tributação, e Educação, Cultura e Desporto. Já o Projeto de Lei Complementar (PLC) 13/2023 e o Projeto de Lei (PL) 162/2023 foram submetidos a uma vista coletiva até a próxima segunda-feira, 10, a fim de que os deputados possam analisar mais detalhadamente as alterações realizadas nos textos, com base nas 154 emendas apresentadas. A expectativa é que essas duas matérias sejam votadas em plenário na próxima terça-feira, 11.

O PLC 13/2023 institui o programa propriamente dito e estabelece, entre outros pontos, os requisitos necessários para a concessão das bolsas. O PL 162/2023 institui um novo formato para o Fundo Estadual de Apoio à Manutenção e ao Desenvolvimento da Educação Superior (Fumdes), de onde sairão os recursos para financiar as vagas nas instituições de ensino superior.

Ele agradeceu aos deputados pela forma como trabalharam e agiram. “Este projeto vai revolucionar a educação catarinense, além de contribuir com o desenvolvimento econômico de nosso estado”, destacou.

“Estamos aprovando um projeto que, certamente, irá se tornar um case de ensino superior gratuito no Brasil. O programa irá, principalmente, dar condições de estudo a quem quer cursar uma faculdade e, por algum motivo, não pode pagar”, reforça o secretário de Estado da Casa Civil, Estêner Soratto.

Encaminhado à Alesc no dia 16 de maio, o Programa Universidade Gratuita prevê a oferta de graduação acadêmica integral, chegando a R$ 1,2 bilhão de investimentos em 2026. Não se trata de uma bolsa de estudos: o aluno não precisa recorrer a um financiamento ou mesmo ter um avalista. A expectativa do Governo é atender pelo menos 30 mil acadêmicos em 2023, chegando a 88 mil em 2026.
